Regarding the Adoption and Special Guardianship Support Fund (ASGSF)
I’m writing as a constituent to ask that you attend the parliamentary debate on Wednesday 4th September concerning recent changes to the Adoption and Special Guardianship Support Fund (ASGSF).
As you may be aware, the Government has introduced sudden and severe cuts to this vital fund, including:
- Abolishing the £2,500 per-child assessment allocation
- Cutting the Fair Access Limit by 40% (from £5,000 to £3,000)
- Scrapping the £30,000 match-funded allocation for children with the most complex needs
These changes have already caused enormous harm. Many families have had therapeutic support cut mid-treatment, often without warning. In some cases, therapy has stopped altogether. A recent survey by Action Against ASGSF Changes found that fewer than 1% of families now feel they can access adequate support. Families are reporting rising levels of violence in the home (CPVA), increased school exclusions, and worsening mental health for children who have already experienced significant early trauma.
What’s more, the expert provider base that has grown up around the fund is now shrinking. Providers are pulling out of the market because these cuts have made their work financially unviable.
This is not just morally indefensible; it is economically short-sighted. Adoption and kinship care save the state billions each year. Undermining the support these families rely on will only push more children back into costly statutory care, crisis services, or residential provision.
The ASGSF is not perfect, but reform must be based on proper consultation and evidence, not rushed cuts. I urge you to:
- Attend the debate on 4 September
- Speak up for adoptive and kinship families in your constituency
- Press the Government to reverse these cuts immediately and guarantee the future of the fund until an independent consultation is completed
Thousands of families are depending on this support to keep going. Without it, children who have already experienced so much are being failed yet again.
